You don’t have a constitutional right to Plea Bargain and it is not even mentioned in the Statutes of Colorado. The only person who can Plea Bargain in a criminal case is the District Attorney or his assistant. For instance, you may be charged with one or more Criminal Offenses. And you are given the option to Plead Guilty for one, two or all charges. They can either dismiss one or two other charges except for the one you are pleading guilty for or can give concession in the sentencing.
